The National Payments Corporation of India (NPCI) has directed banks and payment service providers (PSPs) including Google Pay, PhonePe, and Paytm to utilize the Mobile Number Revocation List (MNRL) on the Digital Intelligence Platform (DIP) to track and delete records of inactive numbers prior to March 31, 2025.

Why NPCI is taking this initiative? 
Inactive mobile numbers linked to UPI IDs represent a security risk to user. Users who changed or deactivate their mobile numbers but failed to update their records with the bank or delete their UPI IDs create a risk of fraud. When the number is reissued to another user, wrong payment directions may lead to unintended transactions and increased risk of fraud.

Who do you consider affected?

People who are at risk of losing access to UPI services include: 
1. Those individuals who still operate UPI using some inactive or indirected numbers.
2. Customers who hand over their SIM cards without updating their mobile number with their bank.
3. Mobile numbers that have not been active for calls, SMS or even banking services for a very long time.

How to prevent disruption in UPI?

To avoid any discontinuation of access to any of the UPI services, the following steps by NPCI to be completed before 1 April:
1. Confirm the mobile number that is linked to the bank account.
2. Update the bank details with the new number, if the original registered number has been changed.
3. Check for dormant or unused accounts linked to inactive mobile numbers and reactivate them if appropriate.

What will the banks do then?
1. Banks and PSPs will make sure that inactive, reassigned and hand over numbers are de-linked from UPI transactions through MNRL on the DIP.

2. Inform customers having inactive phone numbers before suspending their UPI service.
3. Deny the user access to UPI services who update their mobile numbers before the deadline.
4. Deactivate UPI access for users who do not update their mobile number after being warned.
